Orton Junction: Notice of Issuance and Availability of a Draft Environmental Impact Statement and Notice of Public Hearing  

Pursuant to WAC 197-11-455 and 510 and SMC 18.56.090 and 11 notice is hereby given that the City of Sumner has issued the Draft Environmental Impact Statement (Draft EIS) for its proposed 2010 Comprehensive Plan Updates and Amendments.

 

Public Review and Comments: Agencies, affected tribes, and members of the public are invited to comment on the Draft EIS and/or update of the Comprehensive Plan and related municipal code amendments.  A 60-day comment period is established for the Draft EIS and related Comprehensive Plan and development regulation amendments concluding 5:00 pm, October 8, 2010.  Written comments should be directed to the contact person below.

•  Affected Environment, background information on the topic including current and past plans, current regulations, history, science, etc.

•  Impacts analyzes the impacts that each alternative may have on the plan. Remember that the plan is at a “programmatic” or planning level and therefore the discussions are more general then if it the DEIS were at a “project” level.

•  Mitigation Measures, where solutions are proposed to address impacts identified on this area of the environment. Mitigation can range from additional regulations, programs, funding, use of technology, etc. to address impacts. Mitigation needs to be reasonable and possible.

•  Significant Unavoidable Adverse Impacts—when development and growth occurs there is likely to be some level of unavoidable adverse impacts. This section identifies those things such as the fact that any development will reduce the amount of natural vegetation, and would result in increased traffic and emissions. Some level of increase is unavoidable.

NOTICE and Public Hearing (Correction)

The Notice of Action (NOA) issued for the project described below and published on April 29, 2010 is hereby withdrawn. In its place the following notice is provided.

 

Notice is given that the City of Sumner Washington did, on April 29, 2010, publish the Draft Environmental Impact Statement (DEIS) for the proposed Northstar Chemical Facility.

 

Proposed Project is development of a chemical storage and distribution facility on a 3 acre site in Sumner Washington. The facility would include a tank farm of up to 24 tanks for storage of liquid chemicals, truck and rail loading and unloading facilities, and associated buildings and site improvements.

 

The site is at 1115 Zehnder Street in Sumner.

Pursuant to RCW 36.70A.106, the City of Sumner hereby provides a Notice of the 2009 Adopted Comprehensive Plan.

 

Public hearings were held on May 18, 2009 and October 5, 2009 regarding these amendments. Ordinance No. 2299 was adopted October 5, 2009 and amends the text of the Comprehensive Plan to include a Manufacturing/Industrial Center and amends Section 1 of Ordinance No. 2276 approved December 1, 2008. Ordinance No. 2298 were adopted December 7, 2009 and amends the text of the Comprehensive Plan relating to community linkages and community linkages map; city mission, vision, and values; code enforcement; staff qualifications and training; low impact development; and historic preservation and amends Section 1 of Ordinance No. 2276 approved December 1, 2008.
